Petroleum HR Council Projects Print E-mail

The Petroleum Human Resources Council of Canada is a national, not-for-profit collaborative forum that addresses human resource issues within the petroleum industry.

The Petroleum HR Council's strategic direction consists of several, multi-year initiatives outlined in a national human resources strategy for the industry entitled The Decade Ahead. The strategy aims to address seven key human resources issues, as well as issues arising from Council work, and is the result of extensive national stakeholder consultation. Projects receive guidance from volunteer steering and advisory committees comprised of industry, government, education and training institutions, employee groups, and unions.

Labour Market Information

The Petroleum HR Council had developed a model to provide up-to-date labour market information on workforce trends, issues and projections in the short, medium and long term (to 2020). Up-to-date and accurate labour market information (LMI) is vital for attracting, retaining and developing a qualified workforce for the upstream petroleum industry.

Key findings from the report released in March 2011 include:

  • Regardless of the pace of economic recovery, the petroleum industry will be challenged to meet its hiring requirements.
  • To replace retiring workers and support industry expansion, the industry needs to hire between 39,000 and 130,000 workers between 2010 and 2020.
  • The service sector will need to hire between 18,000 and 72,000 workers by 2020.
  • A healthy services sector is critical to the petroleum industry as a whole.

The Council is also monitoring short term labour market issues and HR trends within the upstream petroleum industry.  More

Careers in Oil & Gas Website

The Petroleum HR Council, with support from its partners (PSACCAPPCAODC, SEPAC, CEPACAGC and Enform), developed this website to attract a variety of skilled workers to the oil and gas industry, so the industry has the skilled employees it needs, when it needs them.  More

Increasing the Talent

One of the greatest challenges for the industry in meeting the demand for skilled labour is that, for the most part, the petroleum industry's growth areas are in hard-to-recruit locations. Recruiting people to hard-to-recruit locations for work is just half the battle; companies and communities have to work even harder to get their good people to stay.  More

Labour Market Transition

The project researched the opportunities, barriers and feasibility of easing labour demands within the upstream petroleum industry by engaging workers from sectors with an expected surplus labour supply.  The project established a framework to facilitate the transition of downsized workers into jobs in the upstream petroleum industry, and has had some success in transitioning workers in B.C.  More

Essential Skills

The Essential Skills program aims to identify Essential Skills gaps in the upstream petroleum industry and find out what kind of interventions are required. It will also increase awareness of these Essential Skills and develop and promote an Employer Toolkit to address essential skills as they relate to workplace safety, attraction and workforce development.  More
